Bargaining Issues around State-Administered Employee Benefits (SEBB)

  • Full benefits at 630 “anticipated” hours per year
  • Substitutes
  • Assignment changes
  • Establishing local eligibility below 630 hours
  • Pressure to bargain additional optional benefits—which benefits will qualify
  • Technical issues
  • May only recognized state-registered domestic partners
  • No dual enrollment for spouses
  • The tobacco surcharge
  • The surcharge if the employee’s spouse is eligible for benefits elsewhere
  • Eligibility doesn’t start until the next month after hiring
