EXECUTIVE DIRECTOR MESSAGE

Hello everyone! 


The TWIO Senate Operating and Capital Budget  and TWIO Week 12 are here for your reading pleasure! Activity is increasing and now is the time to weigh in if that is what you plan to do. Inflationary Factor Legislation, SB 5650, to provide more predictability and stability in determining the annual inflationary factor for employee compensation has been adopted by the full Legislature. It was adopted by the House Appropriations Committee last Wednesday and quickly adopted by the full House on Friday. Having passed in the same form as it was adopted by the Senate, the bill now heads to the governor for his final action. We have also seen the provisions in the bills play out in both Operating Budgets that have been released. Both provide for an IPD increase of 3.7 percent in the 2023–24 school year and provide an estimate of IPD for the 2024–25 school year of 3.9 percent. Remember, this second-year number is just a projection (based off of economic predictions provided by the Economic & Revenue Forecast Council). Using the provisions of the soon-to-be new law, however, we will know the “actual” IPD for 2024–25 early in the new year (probably mid-January).  Remember this is not final until the operating budgets are adopted and the Governor signs the bill so stay tuned for the final numbers.

The deadline for nominations for President is passed, soon, you will be asked to vote on the President elect position.  Are you interested in being a Region Representative?  Check with your current Region Reps and let them know you are interested.  Each year, one of the Region Rep positions is open and I encourage all members to consider stepping up for one of these opportunities in your region.  Remember it takes all of us to make WSPA work.

A district is wondering how other districts handle IEP days.  Does the teacher get a substitute for IEP preparation, meetings, etc., or do they get paid for an additional day for these activities?

Do you have questions about Standard Occupational Classification (SOC) codes? Sign up for one of our upcoming webinars!

All employers will be required to report SOC codes when they submit their quarterly tax reports starting with their fourth quarter 2022 report. At that time, you could get a penalty for incorrect SOC reporting. Reporting SOC codes is currently optional and is available only to single filers.

What is SOC?

SOC is a federal coding system that helps government agencies and private businesses compare occupational data.

In 2019, the Washington State Legislature passed a law requiring employers to report SOC codes in their quarterly reports for unemployment insurance.
